UHF-9006: Fix Events search initial scroll to results

What was done

• Add fix to Events search that scroll to results doesn't trigger on initial load but only when user makes actual search.

How to install

• Make sure SOTE instance is up and running on latest dev branch.
  • git pull origin dev
  • make fresh
• Update the HDBT theme
  • composer require drupal/hdbt:dev-UHF-9006-fix-event-search-scroll-to-results
• Run make drush-cr

How to test

• Go to https://helfi-sote.docker.so/fi/sosiaali-ja-terveyspalvelut/senioripalvelut/palvelukeskukset NOTE: the first load takes time without cache because of the events search location filter loads locations from over 3000 events. It's a well known issue. Maybe take a breath or cup of ☕ while waiting.
• You should see the top of the page as you normally should and target shouldn't scroll to Events search on the page load
• Compare the page load to same page on prod https://www.hel.fi/fi/sosiaali-ja-terveyspalvelut/senioripalvelut/palvelukeskukset where the target moves to Events search after a few seconds when the events search app id is initialized. If your local page doesn't scroll on load then it's working correctly!
• Check that code follows our standards
