Melee damage factor for Psycho

Additions

• Added a 20% melee damage factor to Psycho's peak high hediff.

Reasoning

• Fits the drug and the tribals could use the buff to melee damage and AP even if for a short period of time. The x1.2 factor itself becomes x1.15 for melee AP after the post processing.

• No buff?

Eh, I'm against it; none of the other psychite-based drugs apply any combat bonuses, and psycho already grants a small bonus to melee DPS owing to the boosts to manipulation and consciousness.

If we want to substitute those two for a flat melee damage factor (which would also improve the melee AP), we can consider that, but I wouldn't just add it.
