Update Outland Core patch

Changes

• Update mod/patch names and loadfolder entries.
  • Somehow, we accidentally duplicated some files when we removed [O21] from stuff when the mod names were updated.
• Patch new apparel added to Outland - Core along the lines of existing gear.
  • The 'backpack' is equivalent to a tribal pack.
  • The 'heavy backpack' carries as much as a regular CE backpack but weighs twice as much.

Reasoning

Since the initial patch, the author has restructured the Outland mod series, switching from using HAR to using vanilla GeneDefs, and requiring Outland - Genetics for a lot of content.

Alternatives

• Leave it broken, I guess.

Testing

Check tests you have performed:

• Compiles without warnings
• Game runs without errors
• (For compatibility patches) ...with and without patched mod loaded
• Playtested a colony (specify how long)
