Bug: MULE crates have no mules

Description of issue:

when you order a mule crate there are no mule bots inside.

Difference between expected and actual behavior:

when i pay cargo's hard earned credits for a mule bot and open a crate there should be a mule inside

Steps to reproduce:

order mule crate, open mule crate, mald and seethe over needing to deliver crates by hand due to no mules.

Suggestion:

What do you think it'd add:

There should have been another order available, to order the trailer for the MULE
Mighta been called like "MULE train" or something.
