CompatHelper: bump compat for Flux to 0.16, (keep existing compat) #100

This pull request changes the compat entry for the Flux package from 0.15.2 to 0.15.2, 0.16.
This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry.
It is your responsibility to make sure that your package tests pass before you merge this pull request.

Thanks for the reminder.

I got a little bit burnt by adding support for 0.15 too early so I wanted to wait a little bit and then it slipped my mind. I'll try to find some time for it in the neartime.
