We no longer need it, and it stops compiling on 1.21.4.
They are effectively the same, just a single hotfix which does not affect us whatsoever. But there's no Forge for 1.21.2, so if we want to support it, we need to build against 1.21.3.
Also bumps Loom to 1.7 (from 1.6) which is required for NeoForge 1.21.4 to setup properly. And Gradle to 8.8 which is required for Loom 1.7 (much newer versions require Loom 1.9).
