[CP Staging] Ensure we don't show optimistic preview action for one-transaction reports

Prevents us from erroneously displaying the optimistically addedc report preview action for views that don't show the preview.

Resolves a couple blockers.

Tests

1. Request money from a user that has no existing unsettled requests.
2. Create a second IOU request with the same user.
3. Go to transaction details of one of the requests.
4. Add some comments.
5. Click on the header subtitle to return to IOU report.
6. Confirm that the one-transaction report view does not appear since there is more than one request.
7. Confirm the comments for the transaction do not appear because there is more than one request
8. Delete the request that has the comments and confirm the report view updates to the one-transaction combined report view
9. Navigate out and back to the report
10. Confirm you don't see a skeleton report action preview.
