Fix NVP_HOLD_USE_EXPLAINED useOnyx wrong config #42819

Details

There is a wrong config being set for NVP_HOLD_USE_EXPLAINED in MoneyRequestHeader. This PR fix it.

QA Steps

Prerequisite:

  1. have a money request and hold it
  2. Confirm the hold education modal

Steps:

  1. Go to the on-hold transaction
  2. Verify there is no hold education modal shown because you already confirm it before
  3. Refresh the page (only on web)
  4. Verify there is no hold education modal shown
  5. Repeat 3-4 a few times
  • Verify that no errors appear in the JS console

It adheres to proper capitalization guidelines (note: only the first word of header/labels should be capitalized), and is either coming verbatim from figma or has been approved by marketing (in order to get marketing approval, ask the Bug Zero team member to add the Waiting for copy label to the issue)
    • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
    • I verified the JSDocs style guidelines (in STYLE.md) were followed
  • If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
  • I followed the guidelines as stated in the Review Guidelines
  • I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)
  • I verified all code is DRY (the PR doesn't include any logic written more than once, with the exception of tests)
  • I verified any variables that can be defined as constants (ie. in CONST.js or at the top of the file that uses the constant) are defined as such
  • I verified that if a function's arguments changed that all usages have also been updated correctly

initWithStoredValues is "true by default", so we don't need to set it explicitly.

Btw, @DylanDylann do you know what issue this causes so I can test it?

@bernhardoj What is difference between initWithStoredValues and initialValue

If initWithStoredValues is false, it won't use the stored values, so it will return undefined, but it will still receive the update.

initialValue will be used if the data is not ready yet. So in this case, it will be false first and then true.

@bernhardoj The current bug: When you first load the page, the hold education modal will appear for a bit and then close automatically. Because shownHoldUseExplanation is initially undefined

I have found the code that causes the issue and pushed a new fix. We can't set the prop default value as the onyx initial value because it will be used when the data is still loading by the onyx. Instead, I do an early return when the data is still loading.

NVP_HOLD_USE_EXPLAIND is saved locally only, so if you log out or switch devices, the value is false. You can check the value in the storage.

The NVP_HOLD_USE_EXPLAIND onyx value, not the loading state. It's either false or empty.

If you relogin, NVP_HOLD_USE_EXPLAIND doesn't exist on onyx, so the hold modal shows again.
