FRML-93 Add Dev Container Spec
This class will help reduce errors when getting datasets IDE autocomplete prompts
This provides a failsafe interface if somehow someone forgot to use the unlabelled set, which is totally fine
Also forces imports to use load.dataset for FRDCDataset to avoid confusion and circular imports
