tests:add topotest for EVPN aggregate prefix route

Toptotest covers to aggregate EVPN prefix routes.

Testing:

tests/topotests/bgp_evpn_vxlan_svd_topo1$ sudo -E python3 -m pytest -s -vv --cli-on-error
