BGP peering not getting triggered

Hi,

We have been observing an issue that we have correct zebra and bgpd configuration and interfaces are all up but still bgp peering is not being triggered between the bgp peers. We also enabled detailed logging but nothing seen there as well. What could be the possible reason for this?
