bgpd: Treat-as-withdraw if the total attributes length is less than minimum #14446

If we receive a crafted packet where total attributes length is 2, but the minimum is 3, we return BGP_ATTR_PARSE_WITHDRAW, but we continue parsing NLRIs and trying to decode prefixes to withdraw.

This leads to session reset.
