Original PR: NovaSector/NovaSector#1926

About The Pull Request

Fixes missing GPS units (can't be printed by the ancient protolathe) and oxygen/nitrogen canisters on the icebox interdyne base.

GPS units are higher compared to the lavaland base as there are more spawners on icebox. Canisters are at exact parity.

How This Contributes To The Nova Sector Roleplay Experience

GPS units cannot be constructed with the equipment present but are pretty important. Ok there is a way, but, still, nice to have a few. Canisters can be worked around but it's just nice to have.

…ork [MDB IGNORE] (#2865)

* Makes transferring functional wings to new bodies actually work (#83705)

## About The Pull Request

Fixes the bug where, if you surgically remove functional wings and then
re-implant them (even into yourself), the new owner won't get the toggle
wings button. This fixes that.

Also cleaned up some of the code.

## Why It's Good For The Game

i assume this is a bug, as it's just kinda weird that the wings that
work with one body won't work if you take them out and put them back in.

## Changelog
:cl:
fix: When implanting functional wings into a new body, they will
actually be able to use said wings now.
