This replaces outputs/.gitignore by outputs/.gitkeep (which is a little more widely used to keep empty directories)

Hi Tim,
The idea here is not only to keep the folder, but to prevent any local user data to be pushed to the repo by mistake.

If my understanding is correct, .gitkeep will keep the folder, but not prevent committing it's contents.
