[ci] Simplify windows ci with native opam #11879

Since we are not using camlp5 anymore (with #11860), all our dependencies now work with native opam on windows (although, we need a workaround for: aantron/luv#162). This allows updating to a newer opam and avoiding a lot of the messy build commands that were required previously.
