Summary
Adds the national flags. Allows national flags to fly on flag poles.
Content of the change
Adds 193 tiles for national_flag_var_ to pngs_tiles_10x10/items/flag.
Edited layering.json file to include national_flags so that the country flags can fly on flag poles like the American, US state and pride flags can.

Additional information
Some of these flags in a 10x10 (really 8x7) square require some imagination on the part of the viewer.
I hope this inspires someone to create better ones.
