Upgrading this from a minor to a major release.
The original minor release was planned for updating documentation for v0.8, but the goals have changed.

• Update Kokkos, Caliper and LDMS integrations
• Add support for GPU energy usage with JSON/print APIs on NVIDIA, AMD and Intel GPUs.
• Support a choice between delta from the first call versus previous call in variorum_get_energy_json API to support nested calls.
• Documentation update for v0.9. Includes updates to the RTD website/docs for Variorum and adding v0.8 changes.
• Some internal cleanup issues.
