Replace moment with dayjs and refactor PeriodDeltaChain

This PR replaces our dependency on moment.js with the significantly smaller dayjs library. I also refactored the PeriodDeltaChain class, which was the primary user of this library, to move it into the webpack compilation. This removed the need for us to make dayjs available globally (though PeriodDeltaChain still needs to be global).

The localize_date.js file was unused, and removed. The i18n_config.js file was merged into application_webpack.js.
