How much could this slow down mod reviews by? And is this going to happen per upload?

How much could this slow down mod reviews by?

The current draft will slow mod reviews by a lot, yeah. However, I'm working on a proof of concept for a system that'll improve this. Until then, I won't update the draft.

Is this going to happen per upload?

Depends on the CA.
