About The Pull Request

This PR adds two mentioned in the title cables

  • The valve cable is capable of disconnecting and connecting itself to a powernet safelly using your hand, making it handy for when you are pissed with someone having a bit too much power
  • The monitoring cable is capable of showing you the total power in a powernet without the use of a multitool. To achieve it you just click the wire or examine it, simple as.
  • This PR also fixes ghosts being shown the power amount in cables twice, because for some reason the proc that was doing it was duplicated

Why It's Good For The Game

Because at high-voltages, doing eighter the cutting or multooling can end up with you being dusted.
This rewards engineers that take the time to prepare for specifically high-voltages granting them much better control over the situation
