About The Pull Request

Adds a new pair of gloves that improve Speed Surgery by 25% and is obtainable from Advanced Biotech research and the Medical lathe, There is also one pair in the medical vendor for 300cr

Why It's Good For The Game

Surgery is dreadfully slow and this is the only way I could think of implementing a buff to surgery and gives another pair of gloves for doctors to wear

Honestly the only way I could find a way to buff surgery speed without altering tool speeds

Entirely new, I used a trait that is already in the game for it

My workflow:
Find a way to improve all-around surgery speeds (Failed)
Attempt to find an alternative (TRAIT_PERFECT_SURGEON)
Find a way to inject that into the game in a viable IC way before I find a way to buff surgery speed (Gloves)
Sprite work
Add ways to get it in the server via research and a vendor
Cry because I still cant find a way to make all base surgery quicker

was told not to port other server surgical bonuses, this is one of the only other ways outside of making a chemical
