Bot bounties + Chameleon gloves translation

About The Pull Request

• Chameleon gloves now have the property to transmit sign language
• Roboticist bounties have a 50% chance of being a bot bounty rather than a mech bounty.
• New bot construction. Scrubs Junior, a variation of a Scrubs MD, that robotics can build and medical will have access to.
• Renamed the late join department to late arrivals
• Cleanbots now consider food wrappers, bullet casings, and cigar butts as trash.
• Research directors now get a mixture of Scientist bounties and roboticist bounties.

Why It's Good For The Game

• Chameleon gloves will now play nicer with the chameleon mask allowing you to impersonate more people through sign language and is a general QOL for the gloves.
• Roboticists have a serious issue with mech bounties to the point of it being joked about. Of them eating all the iron for a singular mech bounty. Bot bounties are less expensive while not depraving the station of preexisting bots or excessive mats. (Medbots and basic cleanbots)
  In addition it brings awareness to the bots as constructable and hopefully will incentivize more of their creation.
• Scrubs MD is prone to going missing whether it's from being turned on and simply going missing, or a PAI installing and proceeding to be marked after getting a knife installed onto itself. Scrubs Junior is a small love letter for medical allowing for a replacement if something happens to scrubs.
• When creating the late join department, I didn't think it would ever properly show up in the game. Was I ever wrong. Late arrivals is a more fitting term while not disregarding its purpose
• Cigar butts, ammo casings, and food wrapper containers are three of the biggest/most common trash items I see throughout the station.
