About The Pull Request

Changes Debilitated from applying to all stamina projectiles to only certain weapons, subsequent balancing.

Why It's Good For The Game

As it stands, I feel debilitated is too strong, especially in the case of the PACO, where you can carry well in excess of 14 mags easily.
However, debilitated is cool, and removing cool things is bad.
This adds a little more depth to stamina combat by restricting which weapons deal it, and modifying how MUCH each weapon applies.

Current balance:
Base stack increment is 0.05, max number of stacks is 20, total stamina bonus at max stacks is 2x.
Rubbershot - 20 hits to max
Disabler - 7 hits
Smoothbore disabler - 10 hits
Smoothbore prime - 6 hits
E-bow - 4 hits

At the moment, none of the import guns have debilitating ammunition, simply because I am uncertain which to give it to.
