Description:
This PR introduces the use of a containerized version of MOM6SIS2 to run regression tests for the NWA12 and NEP10 cases. The containerization ensures consistent and reproducible results, even as the default Intel compilers and libraries on C6 are updated more frequently in the future.
Known Issue:
The current GitHub Actions workflow does not support running jobs simultaneously due to dependency constraints. This limitation will be addressed through a workflow refactoring in a separate PR.
