Updating to *official* HPXML v4 schema

Closes #1485.

Breaking changes:

• HPXML namespace changed from http://hpxmlonline.com/2019/10 to http://hpxmlonline.com/2023/09
• Replaces HotTubs/HotTub with Spas/PermanentSpa.
• "Hot Tub" outputs renamed to "Permanent Spa".

A warning is provided if a portable spa is found in the HPXML, since we don't currently handle those inputs.
