Pull Request Description

Instead of never calculating bills for an HPXML with multiple Building Elements:

  • allow simple bill calculations
  • multiply fixed costs by the number of units in the building (i.e., sum of all unit multipliers)
  • extend the pv_systems array to contain all pv systems (i.e., multiplied by unit multipliers)
  • do not allow detailed bill calculations if unit multipliers or multiple buildings

Fixed costs are now "per unit".
