The bouncer and the LAPI of crowdsec needs to be updated to a new version

Proposed solution

I propose to upgrade the version of crowdsec and also to use directly the go binary available in the github repository. In the meanwhile we could upgrade crowdsec it self to 1.6.5

Alternative solutions

Upgrade the version and continue to use the debian repository as referentiel

Additional context
