teleport_15: 15.3.7 -> 15.4.11

Description of changes

New minor version of Teleport 15. Part of #332957.

I will follow up with an update to teleport_16 (which is not affected by the issue mentioned) in a separate PR. Updating it is more involved, as the upstream has switched from yarn to pnpm in both master and v16.

Noticed this. Looks like an intermittent connection error, subsequent ofborg test teleport succeeded.
