elixir: modify Elixir license to Apache 2.0 #368372

The current license is Eclipse Public license (epl10) which is incorrect. I suspect this was intended to be Erlang Public License, which was the license for OTP versions up to OTP 18. Since the minimum OTP version for Elixir currently is 23, there should be no need to address per-version license in this case.

Please adjust your commit messages to follow the commit conventions where you prefix the commit message with the name of the component you changed followed by a column.

e.g. component: change x about it in order to y or package: 0.1.0 -> 0.2.0

Reword your commits using an interactive rebase and then force-push them to your branch.
