Fix Azure CLI login

Description

• Manually install azure cli because of Login failed with the same credentials Azure/login#295 & Azure Login using same federated service principal succeeding on Github provided runner and failing on self-hosted runner Azure/login#302.
• az acr repository delete ... removes the image digest and all associated tags (which may leaad to other tags being used deleted along with this). For now this change will just untag it and we'll see how things pan in the next week after a decent set of deployments.
• A rogue } at the end of${{ secrets.AZURE_CREDENTIALS_GITHUB_CI }}} was causing the login to fail 🤦‍♂️
• Cleanup azure login as recommended for self-hosted runners.
• Add the ability to skip helm deployments or trigger cache path while testing the workflow
