MAINT: explore native runs on image provided using anaconda

This PR explores setting up native runs reverting to using anaconda install rather than a full containerised workflow.

It is running cuda=12.4 which is quite a bit older than our container with cuda=12.6 or cuda=12.8

• check it is using cuda=12.8 in the container after a full build instead of the base environment cuda=12.4

The cuda in #202 is still running as cuda=12.4 so I wonder if the base image is determining the cuda version through the docker layer. It wasn't on the last deployment so not sure what would have changed.
