Initial working release

This version is basically a bugfix version of the v2015 tag (as run on the 2015 data in 7/2016).

It has been updated to reflect changes in the database structure and package versions. It has not had any enhancements or major changes.

What follows is the result of sessionInfo() that worked for this tag.
