Added better versioning, updated the docker and associated files so that the word vectors load faster, added CI support. Currently there are no tests, persay, but the CI will try to run the tagger and see if the server comes up/it provides a response.
Also made the requirements.text file more granular and updated the README to reflect all of the new changes to directory structure, port, etc.
