Move from RHEL 7 to RHEL 8 hosts for non-crucial global registration tests. Also fixed a forgotten assert in `test_global_registration_token_restriction`. (cherry picked from commit 2782364)

Use all supported RHEL versions for global registration tests,i.e., RHEL 7,8,9, including FIPS.
Update:
Move from RHEL 7 to RHEL 8 hosts for non-crucial global registration tests.
