[6.13.z] Update yum repo for ACSes

Problem Statement

rpm-zchunk repo was removed from fixtures, which makes some ACS tests to fail:

"description"=>"ACS remote for url \'https://fixtures.pulpproject.org/rpm-zchunk/\' raised an error \'404: Not Found\'. Please check your ACS remote configuration."

Solution

Use another yum repo, preferably one with the new zst metadata compression.

Here the PRT failed because this BZ hasn't been cloned into 6.13.z yet (although it has been approved for sat-6.13.z+)

So next step we can
a) use another non-zst repo instead
b) use it anyway for next 6.13.z (if we expect one) and verify the BZ by this test pass
