You know how when you get shot with a bullet or implanted with spiders and the doctors just stand there for five minutes trying to take the spiderlings out because they keep dodging the hemostat and it's awkward and painful for everyone involved and even with master medicine and master anatomy you can still just miss trying to pull a 50-cal bullet out of someone because you just missed it this time so you try again, and you missed, and then you missed again, and then you tried again, and then you missed, and then you tried, and then you tried again, and you missed both times, and then you tried, and then you missed, and this goes on for several hours, and then you tried again, and you missed, and then the spiderlings just give up and scurry away out of pity?
Yeah, no, this fixes that.
Now, shrapnel removal surgery uses the base success rate that all surgeries do - i.e. "if you have the right skills and the right tools, you can do it reliably". To compensate, the time for the step has been increased by 50%.
