rscadd: Adds the portable radio jammer to the antag uplink

Adds the portable radio jammer to the antag uplink, for the same price as an emag(24 tc). The jammer will block any outgoing radio communication in that range, while giving a chat and audio cue to jammed radios that their radio's doing something strange. It has a radius anywhere from 1 to 10 tiles, with higher ranges draining the battery faster. The jammer can also be remotely signaled and configured with a remote frequency + code, similar to an implant, allowing for its use in traps. Ideally having this will mean we can cut back on the RP less experience that is parapen kidnappings and allow for more "stick them up with a gun" style ones that allow for actual RP.
