Description
For #1070
This PR adds a dedicated Arrivals docking area, notably dropping people off at the "Village" rather than the Evac site. I felt it was more appropriate to drop people off at the village than near any industrial area, as it helps add to some of the map's charm that the first thing people see is a wintery wonderland village area.
