adding ppanggolin version 2.2.1

There's a new version of ppanggolin! (Well, a few of them)

According to the release notes, this has some better compatibility with bakta and a rgp score has been added.

I copied the files from 2.1.2, updated the base image and the version arg. I also changed the as to AS.
