In this PR, we make some refactors, improvements and bugfix about contest system.
Refactor
We have converted the lists pro_list, acct_list, admin_list, and reg_list into many-to-many tables. This allows for more complex operations to be performed using SQL.
Improvements
Improved the scoreboard UI and reduced flickering caused by frequent updates.
Bugfixs
Fixed some rule errors according to the spec.
