Dockerfile has been re-arranged so that the layer cache can avoid repeated install of python/node dependencies etc. when rebuilding image.
In future, we may make the version for deployment combine
npm install \ build \ rm node_modulesin a single step so that the layer doesn't need to includenode_modules.Vite dev-server is started as a
postCreateCommand.
