Upgrades all Babel dependencies to their version 7 counterparts. For me, this was necessary for compatibility with Meteor 1.8+.
Also upgrades the
.babelrcandbabel-registerdeclarations to their Babel 7 equivalents.Tested with Meteor 1.8. Should fix xolvio/chimp#677 and #107
