A few bug fixes

Changes:

• The /scr no permission message now uses the config format.

Additions:

• You can now define the 'Console use only!' message.

Bug Fix:

• Fixed a bug which did not allow the console to use the chat.
• Fixed a bug which meant certain options did not appear when migrating from an older config.

(Almost) Complete Rewrite - Now with the ability to create and remove chats.

Changes:

• The default chats can now be removed, and their commands edited.

Additions:

• Added the ability to add custom chats, with custom commands, permissions and message formats.
• Added the ability for the console to use the chats (using the command /csc)
• Added the ability to disable colour codes in chats.

Known Caveats:

• The staff chats cannot be overridden by another plugin, nor can they be blocked by a command blocking plugin (use permissions instead!).

Note: There is no need to reset your config. The plugin will migrate over the old config automatically.
