This includes code I wrote last week to make sure the build works properly in an environment in which the config.conf file doesn't exist, i.e. a GitHub action.

I'm going to go ahead and remove @kimberspencer from these pull requests, as this really is more on the "IT" side of the house, nothing in this pull request is changing how the UCF Header product works, and she has more important things to do than look at our fussing around with deployment things. Feel free to merge this.
