Given the ambiguity around special resolutions, this should create a clear(er) process for proposing special resolutions.
I've described it as a by-law, with the intent that it should be followed as near as possible, but doesn't bind future decisions the same way a constitutional clause would. For example, it requires posting a list of PRs to the
#uqcs-announcements
channel of the Discord. Were this a constitutional amendment, then that would require that a) UQCS maintains a Discord server, and b) UQCS maintains a#uqcs-announcements
channel in that server. As a by-law, UQCS is permitted to change to another platform, but in that case, a list of PRs would still be required to be posted to whatever the equivalent of an announcements channel is on that new platform.I've included a clause on "If two Special Resolutions deal with similar issues...". For a concrete example, #55 adds a clause about removing an improperly elected committee member, and has a provision for the secretary. #56 modifies a similar provision for the secretary. If #55 was passed before #56 was proposed, then the modification of #56 would have been applied to the new clause of #55. The "If two Special Resolutions deal with similar issues..." clause here would allow the Committee to apply the #56 modification to the new clause of #55 if they are both passed at the same general meeting.
