confirm time zones are consistent in 'time of day' plot #102

Are the time zones coming in in a standard format including w time zones? need to confirm we are doing any necessary conversion so that data is adjusted to a consistent time zone.

The time zone is set in the view, so it seems to depend on the location of whoever created the views. Is it a big deal if they aren't all the same, as long as we note what the timezone is on the application page? We would have to convert timezones locally, google doesn't change it for you in the API.

User time zone doesn't seem to be an available dimension from google

For the record, time zone is in the view metadata returned by googleAnaltyticsR::ga_view
