Updated to Veaf Mission Creation Tools 4.23.0
Forked helicopter-training to create a new mission called light-training based on the same map, adding all the existing aircrafts and 3 aircraft carriers. Still, it's a much lighter mission than the Caucasus OpenTraining.
Also changed the broken setting of the helicopter-training and light-training mission to a new weather
