I copied the "style" of URL ("./docs/...") from the existing "configuration" link below.

I am so far not smart enough to install and configure bundle properly to test this... :) Also, the GitHub-generated link in the preview under "Files changed" looks bogus, and I can't test fully from https://github.com/cpovirk/bazel-steward/blob/patch-1/docs/index.md#on-ci because of the difference between the .html extension on the rendered output and the .md extension on the source files. But I'm hoping that the change is straightforward enough that I did it right.
