Description

The crate only contains a custom hyper executor with metrics, which is only being used by the relay.
We are moving it back to the relay

Additionally:

  • adds more granular feature flag for alloc/metrics

How Has This Been Tested?

Not tested

  • Requires a e2e/integration test update
