Moga Serial to Windows Interface, v 1.5.1

Added support for the SCP driver, which creates a virtual Xbox 360 controller.
MogaSerial now has XInput functionality!
Debug output now displays input lag as seen by the application.

MogaSerial x.9.6 ScpDriver test

This is a test of the console app using ScpDriver instead of vJoy.
It creates a virtual xbox360 controller to pass Moga data, which provides inherent XInput support.
